Order to Establish Scenic Areas and Visual Quality Objectives for Lasqueti Island and Mt Wesley Region


Pursuant to sections 7 (1) and (2) of the Government Actions Regulation (GAR):

(a) scenic areas and Visual Quality Objectives (VQOs) on Lasqueti Island, which were established through a district manager's letter, dated May 16, 1997, under the provisions of the Operational and Site Planning Regulation, are cancelled;
(b) scenic areas in the vicinity of Mt Wesley, which were established through a district manager's letter dated November 13, 1998, and VQOs, which were established under the South Island Forest District VQO GAR Order, dated December 15, 2005 and subsequent amendment dated December 30, 2011, are cancelled;
(c) scenic areas and VQOs for Lasqueti Island are established as set out in the map attached as Schedule A; and
(d) scenic areas and VQOs for Mt Wesley region are established as set out in the map attached as Schedule B.

Order to Identify a Cultural Heritage Resource – Resource Feature at
Thunder Mountain for the South Island Natural Resource District

 

Pursuant to Section 5(1)(e) of the Government Actions Regulation (GAR) under the Forest and Range Practices Act, I hereby identify the following portion of Thunder Mountain (as per attached map) a cultural heritage resource – resource feature.

Order to Amend Visual Quality Objectives for the
South Island Natural Resource District

 

Pursuant to Section 7(2) of the Government Actions Regulation (GAR), I Calvin Ross, A/District Manager for the South Island Natural Resource District, establish and amend established Visual Quality Objectives (VQOs), Travel Corridors and associated Scenic Areas for the South Island Natural Resource District as shown on the attached map titled South Island Forest District, Visual Quality Objectives Established Under Section 7(2) GAR order Amendment Map, dated December 14, 2011.

This order is effective on December 30, 2011.

The Visual Quality Objectives (VQOs), Travel Corridors and Scenic Areas amendment applies to the areas of the South Island Natural Resource District listed in Sections 1 to 9 and as follows:

Section 1.
  Designates the Cowichan Lake as Visual Travel Corridor and establish it as a Scenic Area (No. 31) for the South Island Natural Resource District
Section 2.
  Repeals the Walbran Low Intensity Area as a Travel Corridor (No. 28) and repeals the associated Scenic Area designation
Section 3.
  Amends the Caycuse / McLure mainline Travel Corridor No. 27 and the associated Scenic Area
Section 4.
  Establishes Visual Quality Objectives (VQOs) for the Woodlot WL1614 area (Blocks 170 & 171) and the crown land section of the land located on the west and northwest part of the Bald Mountain peninsula in the Cowichan Lake area.
Section 5.
  Amends the established Visual Quality Objectives (VQOs) for the Woodlot WL1475 located in the Nanoose area.
Section 6.
  Incorporates the Visual Quality Objectives (VQOs) established for the Special Management Zone 18 (SMZ18) in April 2, 1998 into the South Island Forest District, Visual Quality Objectives Established Under Section 7(2) GAR order Amendment Map, dated August 12, 2011.
Section 7.
  Amends the established Visual Quality Objectives (VQOs) for the area of the Alberni Inlet, North of the Uchucklesit Inlet into Partial Retention in order to promote a uniform visual quality management along the two sides of the Albemi Inlet.
Section 8.
  Repeals the Sec 9.2 FPPR, obsolete and redundant Recommended Visual Quality Classes (RVQC) data in the Clayoquot Sound Planning Area
Section 9.
  Removes from the South Island Forest District, Visual Quality Objectives Established Under Section 7(2) GAR order Map, dated December 15, 2005 any VQO annotations noted on the non-Crown Land and from the Maa-nulth Treaty Selection Lands sections of the district, and updates the South Island Natural Resource District, Visual Quality Objectives Established Under Section 7(2) GAR order Amendment Map dated December 14, 2011 to reflect the above removals.

The Visual Quality Objectives and these Amended Objectives apply to the crown land portions of the South Island Natural Resource District, and to the private land within Woodlot Licenses and Tree Farm Licensees.

Resource Feature Order

 

Pursuant to Section 5 (1) (a) of the Government Actions Regulation under the Forest and Range Practices Act I hereby identify the following surface or subsurface elements of a karst system as resource features wherever they are found within the South Island Forest District.

The areas shown in Appendix 1 are known to contain surface and subsurface elements of karst systems that meet the resource feature definition as per GAR Section 5 (1) (a).

Agreement holders must satisfy the annual reporting requirements for karst resource features as per Forest Planning and Practices Regulation s. 86 (3) (b).

This order comes into effect on January 15, 2010.

Order to Establish Visual Quality Objectives for the South Island Forest District

 

Pursuant to Section 7 (2) of the Government Actions Regulation (GAR), I Jack Dryburgh, District Manager for the South Island Forest District, establish Visual Quality Objectives (VQOs) for the South Lsland Forest District as shown on the the attached map titled South Island Forest District, Visual Quality Objectives Established Under Section 7(2) GAR order, dated December 1, 2005. This order is effective on December 15, 2005.

These VQOs apply to the scenic areas identified as known in the district manger's letter dated november 13, 1998 and grandparented under Section 180 of the the Forest and Range Practices Act. These objectives apply to the crown land portions of the South Island forest District, and to the private land within Woodlot Licenses and Tree Farm Licensees. This order does not apply to the Clayquot Sound Scientific Panel planning area.

Some of the above listed Resource Features have objectives authorised under Section 6 (3) of the Forest Practices Code of BC Act. Under Sections 180 and 181 of the Forest and Range Practices Act, these objectives have been grandparented into the Forest and Range Practices Act. Through this order, these grandparented objectives are hereby replaced by the requirements of Section 70 (1) of the Forest Planning and Practices Regulation.
